Position Purpose:
- To provide leadership for the acquisition and disposals of properties in line with the Disposals and Acquisitions Policies and
Property Strategy.
- Enable and lead the development of standard policies and procedures for the disposal of non-core property and
acquisitions of strategic properties to ensure that Transnet’s strategic and operational objectives are met.
- Lead and direct the implementation of the Property Disposals and Acquisitions Strategy.
- Accountable for developing strong partnership with the Municipalities, SOE’s and other organs of State to the extent of
becoming the preferred option for acquisitions and disposals of properties.
- Accountable for establishing KPI’s for the implementation of the Disposals and Acquisitions strategies.
- Enable and build effective processes for land identification and ascertaining land suitability for Transnet business
requirements.
- Keep abreast with National, Provincial and Local Legislations.
Position outputs:
- Lead the development and direct the implementation of a National Disposals and Acquisitions Plans (NDP) to align with the
approved strategic plan.
- Develop reporting strategies and dashboards to enable visibility and easier tracking of the disposals and acquisitions’
progress.Disposal Management
- Oversee and provide strategic leadership, expert advice, and guidance in the preparation of submission for approval to
dispose of individual saleable commercial and residential properties for approval.
- Lead and co-ordinate the process of preparing submissions for proposals to dispose “Bulk and Mass complexes” for
approvalProperty Acquisitions
- Lead Property and Rights acquisition as well as negotiations between property owners and Transnet to acquire and register
properties in the name of Transnet in support of Transnet Infrastructure projects. These include property identification,ownership identification, rights demarcation, and delineation, drafting of agreements. Investigate and respond to property
rights queries.
Financial management
- Support regional management to reach disposal targets as per the approved budget.
- Support the business in their cost savings initiative through the alienation of properties that are not required for core
business to reduce the holding costs.Risk Management
- Identify and categorise high risk areas and align with the NDP.
Human Capital Management
- Ensure that individual development plans of resources align with job requirements.
- Manage the performance of the National and Regional Disposals and Acquisitions unit to ensure the effective operation of
the unit in the acquisition and disposal of Transnet immovable property.
- Support and mentor new and emerging team members in understanding and embedding sound property transactions
standards and business practice in their respective areas.
- Track regional targets and perform corrective actions to ensure targets are met.
Stakeholders Engagement and Negotiations
- Manage multi stakeholder interfaces related to property development, acquisitions, and disposals to guide and influence
decisions towards property acquisition and disposal.
- Lead negotiations for Disposals and Acquisitions of Properties with various internal and external stakeholders and other
interested parties to ensure that Transnet interests are not compromised when entering property transactions.Providing Expert Advice
- Provide expert and advice and guidance in asset management, development leases and property management.
- Provide specialist expertise to the team and cross-functional partners as required, supporting with complex problems, and
guiding on business standards.Management of Personnel
- Motivate staff through effective management of performance contracts and implementation of personal development plans.
- Propose changes to department structure, where necessary, to improve the department’s performance.
- Develop the succession plans for key positions in the department.
- Promote staff placements that support the organization Equity Plan.
- Monitor the implementation of individual development plans
Qualifications & Experience:
- At least a three-year B Degree in Property Management or equivalent NQF level 7 qualification in the Built Environment
plus at least a minimum of 8 years’ experience in a property transactions environment is required, of which at least 5 years
at a managerial level.
- Postgraduate qualification e.g. MBA/MBL degree will be an advantage
- Well-developed understanding and practical application of governance, regulations, and financial aspects of property
transactions.
